Overview

This position is located within the River Corridor and Floodplain Protection section of the Vermont Rivers Program. The Floodplain Manager position will support regulatory and feasibility review of projects to ensure compliance with Rivers regulatory jurisdictions including with the State Flood Hazard Area and River Corridor Rule, municipal land use permitting, and Act 250. This position will also provide technical assistance and support to individuals, municipalities, consultants, and state agencies regarding the feasibility of hazard mitigation projects in Vermont. The position will support project development, help to determine project feasibility, and make/coordinate recommendations for natural resource project priorities for mitigation project proposals in river corridors and floodplains throughout Vermont.

This position will involve pre-project design screening, providing assistance to project proponents in the preparation of applications, conducting technical review of applications and design plans, and making recommendations to the State Hazard Mitigation Review Committee. Projects are reviewed with assistance and oversight of higher-level analysts and supervision on complex projects. The position conducts field work/site inspections to identify issues related to floodplain and/or river corridor management, and to inform project designs to minimize and mitigate flood risk.

The position requires working both independently and collaboratively to recommend mitigation project goals to enhance natural river systems and to minimize conflicts between river/floodplain dynamics and human investments. This position requires strong written and verbal communication skills, must work well with the public and include education in each interaction.

Required skills and knowledge includes:

  • Knowledge of floodplain and riverine ecosystems;
  • Demonstrated commitment or ability to advocate for and cultivate an equitable, diverse, and inclusive environment, experience collaborating with partners from a variety of backgrounds;
  • Knowledge and experience reviewing and analyzing site plans, grading plans, and related engineering and surveying schematics.

Preferred skills, but not required, include:

  • Working knowledge of FEMA’s National Flood Insurance Program (NFIP) and Hazard Mitigation Assistance (HMA) program;
  • Working knowledge of riverine hydrology/hydraulics and fluvial geomorphology;
  • Experience building consensus and support in the development of program policies;
  • Experience or exposure to hydrologic and hydraulic modeling principles, practices & output.

 

Certified Floodplain Manager a plus, but not required.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, construction sites during all weather conditions and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor’s degree in a biological-life or physical science, engineering, or an environmental or natural resources field AND three (3) years or more at a professional level in an environmental or natural resources field.

OR

Master’s degree in a biological-life or physical science, engineering, or an environmental or natural resources field AND one (1) years or more at a professional level in an environmental or natural resources field.

OR

Two (2) years or more or experience as an Environmental Analyst II.
