The Rights & Democracy Project (RAD) and the Rights & Democracy Institute (RDI, working together as Rights & Democracy (RAD/RDI) advance human rights and strengthen our democracy through grassroots organizing, transformative policy, and supporting the development of a new generation of leaders from communities across Vermont and New Hampshire. Our mission is to shift the political landscape through electoral and community organizing to ensure that the values and needs of our communities guide the policies of our government. We are doing this by building a popular movement to advance human rights, dismantle economic inequality, racism, and sexism, and to build a real democracy.

The Opportunity

Rights & Democracy seeks a Director of Operations and HR to support our bi-state organization. This is an incredible opportunity to step into a dynamic organization that has just transitioned to a new staff leadership team composed primarily of women and people of color.

The ideal candidate will be a collaborative and thoughtful leader and visionary with a deep understanding of the pervasive impacts of racial capitalism, a demonstrated commitment to racial equity and the fight for freedom, justice, and dignity for all people, a movement-building sensibility that aims to build, harness, and deploy the collective power and potential of the people of Vermont. We use collaborative, informed, equitable and participatory processes to co-design our organizational structures and activities.

The successful candidate will have an ability to manage and advise on complex financial systems, legal compliance matters, and union/labor management; oversee and lead time-sensitive administrative, financial, and HR processes; and develop and implement operational solutions to address the diverse needs of a growing bi-state organization. This is a hybrid position based in either Vermont or New Hampshire with remote options available as needed.

Key Responsibilities

The primary duties of the Director of Operations and HR include managing Rights & Democracy’s financial and internal operations. 



  • Oversee organizational systems and the maintenance of files, both physical and electronic, concerning finance, governance, and HR, to ensure the ready availability and safeguarding of information. 
  • Serve on the Management Team with respect to union negotiations and relationships.


  • Ensure that necessary financial reports and filings are prepared monthly and respond to information requests from the Executive Director and Board(s) on an as-needed basis.
  • With the Executive Director, manage the annual budget process, including revisions (as necessary), and provide this information to the Boards of Directors.
  • Work with contracted accountant to ensure 990 returns are filed annually. 
  • When applicable, coordinate annual audit plans and preparations in collaboration with the Executive Director, contracted accountant, any contracted consultants, and, if it exists, the Audit Committee(s) of the respective Board(s) of Directors. 
  • Coordinate check requests, deposits, employee reimbursements, accounts receivable, invoices, and accounts payable processes, as well as prepaid debit cards used by staff.
  • Manage billing between entities in accordance with the shared expenses agreement.
  • Manage relationships with banks and financial institutions
  • Coordinate mail handling and bank deposits.
  • Prepare and file 1099s.
  • Ensure that contributions received in the mail and by direct deposit are duly recorded in the system.
  • Reconcile bank accounts and credit cards accounts monthly.
  • Manage Quickbooks; ensure vendors are paid on time and funds transfers are accurately tracked.  
  • Keep apprised of new, emerging data and finance systems that anticipate organizational needs as we grow.
  • Coordinate and reconcile cash advances for activities with staff 
  • Oversee and support logistics as needed.


Fundraising and grant tracking:

  • Provide financial data, based on best available data, to the fundraising team when requested, for grant reporting and applications. 
  • Assist the Executive Director with the organizational budget and year-end reports to funders.
  • Provide support to ensure proper tracking and ongoing reports for regular accounting of member/donor relationship management, fundraising benchmarks, and mailing lists. 
  • With the cooperation and participation of the fundraising team, facilitate grants tracking.
  • Enhance procedures, as needed, to become compliant with accounting for restricted funds and specific requirements for grant reporting.
  • Reconcile EveryAction monthly.


Human Resources

  • Lead HR functions for the organization, such as onboarding new staff, creating human resource systems and trainings as needed, and making sure personnel records are completed, updated as needed, and securely filed.
  • Ensure compliance with applicable federal and state employment laws.  
  • Consult with other management team members on personnel matters, including the administration of corrective action and discipline.  
  • Serve as primary lead on responding to any HR complaints or concerns.
  • Facilitate tracking of employee leave requests.
  • Manage employee benefits.
  • Refine timekeeping processes to accommodate the relationship between the C3 and C4 entities and improve reporting for grants.
  • Process staff timesheets and administer payroll on a bi-weekly basis, including expense and mileage reimbursements.
  • Provide information and recommendations to the Executive Director regarding employee wages and benefits.


  • Facilitate necessary registrations with controlling agencies, of both RAD and RDI, as necessary.
  • Ensure that necessary and customary insurance coverage is in force for both RAD and RDI and their respective Boards of Directors.
  • Support organizing staff with procuring Certificates of Insurance for events when required.
  • Enhance, or design, processes as needed to improve the quality and compliance of financial data available. Such processes include, but are not limited to, procurement and reimbursement policies and processes.
  • Work with the Board(s) of Directors on the topic of Financial Controls Policies to ensure that policies are up-to-date and appropriate.
  • Consult with the Executive Director and others about compliance issues, especially as related to finances. 
Compensation & Benefits

This is a senior level FLSA-exempt full-time salaried position that reports to the RAD Executive Director and is part of the Management Team. 

The salary range is $70-80K annually which takes into account years of relevant experience and other considerations. RAD has a generous benefits package, including health insurance, dental benefits, retirement benefits, and generous time-off policies.
