About the Job

The Department of Labor is looking for someone to build and manage our statewide Equal Opportunity and Accessibility technical assistance and compliance program. This position plays a big part in ensuring that the Department and entities that receive federal Workforce Innovation Opportunity Act (WIOA) funding from the U.S. Department of Labor are compliant with federal EO requirements, including 29 CFR Part 38 and Section 188 of the Workforce Innovation and Opportunity Act (WIOA). The successful candidate will be providing technical assistance, support and advice on improving the accessibility of Department programs by/for members of the public, employers, and partner organizations.

The Equal Opportunity and Accessibility Manager is responsible for:

•    Serving as the State’s delegated Equal Opportunity Compliance Officer specific to Workforce Innovation and Opportunity Act (WIOA) compliance.
•    Overseeing the development, implementation, and monitoring of the Department’s Nondiscrimination Plan specific to WIOA and the requirements of the US Civil Rights Center.
•    Maintaining a working knowledge of federal laws and regulations pertaining to equal employment opportunity (EO), the Civil Rights Act, WIOA, Non-Discrimination, accessibility standards to ensure compliance with federal and state law. Providing regular analysis and interpretation of applicable laws and regulations.
•    Conducting site visits and monitoring reviews with internal programs and external subrecipients to monitor compliance with Federal and State nondiscrimination and equal opportunity obligations.
•    Receiving EO/discrimination complaints, conducting fact-finding investigations, resolving complaints, and developing/evaluating corrective action plans as appropriate. Maintaining the Department’s procedures for processing complaints.
•    Working with and providing technical assistance to Department of Labor leadership to assess department programs and develop strategies to improve equal opportunity compliance and accessibility.
•    Developing and conducting regular EEO and Non-discrimination training for staff working in WIOA funded programs and ancillary divisions and units.
•    Gathering, analyzing, and reporting EO statistical data and other information as required by the state and the US Department of Labor (USDOL), including on Limited English Proficiency (LEP) status and preferred language use.
•    Coordinating and/or participating in other Department or Division level initiatives focused on ensuring equity, access, and non-discrimination.
