Organization Description
Homeward Bound Equine Network exists to restore dignity to equines through professional rescue, rehabilitation, sanctuary, education, and regenerative stewardship. The Organization recognizes that meaningful rescue extends beyond the removal of an animal from immediate danger. Lasting restoration requires the intentional care of the horse, the land upon which it lives, and the people entrusted with its future. Accordingly, Homeward Bound Equine Network shall strive to create an institution in which compassionate animal care, ecological restoration, professional excellence, public education, and ethical governance operate as a unified whole rather than as independent objectives. The Organization shall serve as a regional resource for responsible equine rescue by providing professional support, collaborative partnerships, and specialized care while encouraging long-term sustainability throughout the broader rescue community.
Organization's Approach to Diversity, Equity, Belonging, & Inclusion

The Organization shall be governed by the following enduring principles, which shall guide the interpretation of these Bylaws and the conduct of all directors, officers, employees, volunteers, and representatives acting on behalf of the Organization.
A. Stewardship
The Organization accepts stewardship as a continuing responsibility rather than a temporary obligation. Every decision shall seek to leave the animals, land, resources, and institutional culture stronger than they were found. Stewardship requires thoughtful planning, responsible financial management, ethical leadership, and the recognition that the Organization serves both present and future generations.
B. Compassion
Compassion shall extend to both animals and people. Every equine entrusted to the Organization shall be treated with dignity, patience, and respect. Likewise, the Organization shall strive to foster an environment in which employees, volunteers, visitors, surrendering owners, adopters, donors, and community partners are treated with professionalism, empathy, and fairness while maintaining appropriate boundaries and accountability.
C. Integrity
Integrity shall govern every aspect of the Organization's operations. Commitments made by the Organization shall be honored through honest communication, ethical conduct, financial responsibility, and faithful adherence to established standards of care. Transparency shall be viewed not as a public relations objective, but as a demonstration of accountability to the animals, supporters, and communities served by the Organization.
D. Peace
The Organization recognizes that healing occurs most effectively within environments characterized by stability, patience, and consistency. Accordingly, the Organization shall strive to resolve conflict thoughtfully, approach decision-making with deliberation rather than haste, and foster an atmosphere that promotes emotional and physical well-being for both animals and people.
E. Community
The Organization recognizes that meaningful rescue is strengthened through collaboration. Homeward Bound Equine Network shall seek cooperative relationships with veterinary professionals, rescue organizations, educational institutions, governmental agencies, volunteers, donors, and members of the public whenever such partnerships advance the charitable mission of the Organization while preserving its institutional standards.
F. Equality
The Organization recognizes the inherent dignity and value of every individual. Decisions shall be made upon objective standards, professional expertise, ethical responsibility, and the charitable mission of the Organization rather than personal status, position, influence, or financial contribution.
Within the Organization, thoughtful consideration shall be given to informed perspectives from directors, officers, employees, volunteers, veterinary professionals, subject matter experts, and others whose knowledge contributes to responsible decision-making.
G. Simplicity
The Organization shall strive for thoughtful simplicity in governance, communication, facilities, and operations. Systems shall be designed to promote clarity, efficiency, and long-term sustainability while avoiding unnecessary complexity that could hinder the charitable mission or create avoidable ambiguity.

Quaker-Informed Governance
The Organization acknowledges the historical influence of Quaker principles upon its governance philosophy.
Without adopting or requiring adherence to any particular religious belief, the Organization affirms that its leadership culture shall reflect values traditionally associated with Quaker practice, including thoughtful discernment, respectful listening, integrity, equality, stewardship, simplicity, peace, and community.
Accordingly, the Board of Directors shall endeavor to conduct its deliberations in a manner that encourages careful consideration of differing viewpoints, respectful dialogue, informed decision-making, and the pursuit of unity whenever reasonably possible while fulfilling its fiduciary obligations under applicable law.
The Organization recognizes that consensus is a valuable objective; however, the Board shall not delay actions necessary to fulfill its legal duties, protect animal welfare, safeguard the Organization's assets, or respond to emergencies when timely decisions are required.
